Professional Experience
He worked in the judicial administration section of the American Bar Association. He taught law courses at the University of Illinois - Extension Division and South Suburban College. Since 1965, he has been an instructor for the National Judicial College.

Legal Experience
1950-57, private practice. In 1957, he became an Assistant Cook County State's Attorney. In 1961, he returned to private practice until 1965, when he joined the staff at the American Bar Association. He was admitted to practice before the U.S. District Court for the Northern District of Illinois.

Judicial Experience
In 1968, Judge Samuels was appointed a Magistrate. In 1971, he automatically became an associate judge under the new Illinois Constitution. He was slated by the Regular Democratic Organization, elected to full judgeship in 1976 and retained in 1982. He was subsequently recalled to his duties for the Cook County Circuit Court and serves in the 6th Municipal District.
